The Federal Railroad Administration (FRA) and Florida Department of Transportation (FDOT) announced the funding during an event in Cocoa on 7 October. The state of Florida is contributing a further 100 million USD towards the projects. A Brightline train The Cocoa project will include a new Brightline in-line station, a multi-use access road and a new section of double track. The station will provide Brightline services to the Space Coast, expanding access to intercity passenger rail in Brevard County. The project is expected to have an annual economic impact of up to 350 million USD and support approximately 3,500 jobs, according to US Congressman Mike Haridopolos. Brightline’s Cocoa Station The Cocoa station is being developed alongside the existing Brightline route between Orlando and South Florida. 57 million USD of federal funding has been allocated to construct the station, access road and additional double track. The project is part of a broader federal investment in Florida’s rail network, with the FRA also allocating 356 million USD to FDOT for safety improvements at 910 highway-rail grade crossings. The station will be located in Cocoa in Brevard County, on Florida’s Space Coast. Around a quarter of the grade-crossing improvements covered by the wider funding package will also be located in Central Florida, including Brevard, Orange, Osceola, Seminole and Volusia counties. The new station is intended to improve rail access for communities around the Space Coast while supporting connections to Brightline’s wider Florida network. Florida Grade Crossings The remaining 356 million USD in federal funding will be used for improvements at 910 highway-rail grade crossings across Florida. The planned work includes upgraded pedestrian warning systems, overhead signals, improved lighting and pavement markings, LED-enhanced ‘DO NOT STOP ON TRACKS’ signs and ‘ANOTHER TRAIN COMING’ warnings at crossings with multiple tracks. Physical barriers, including double gates, will also be installed at some locations to discourage motorists from driving around crossing gates. The funding forms part of a 5.3 billion USD national rail investment announced by the FRA in August, which includes projects aimed at improving rail safety and infrastructure. Brightline’s Financial Restructuring The funding announcement comes shortly after Brightline began a Chapter 11 restructuring process involving its parent and certain affiliated companies. Brightline Holdings LLC filed for Chapter 11 bankruptcy protection in New Jersey on 24 September as part of a debt restructuring agreement. The agreement includes 490 million USD in new financing from existing financial stakeholders. However, Brightline Trains Florida LLC, which operates the company’s Miami–Orlando passenger rail service, did not file for Chapter 11. The restructuring is therefore not expected to interrupt Brightline’s existing Florida services. Brightline has also said that it will continue to pursue the development of additional stations along its Florida corridor, including Cocoa. Local officials said in October that the Cocoa station remains on schedule, with an expected opening in 2030.
